This program can retrieve current Accurate Standard Time from UTC time server, Because
our phone can just display time which accurate to "Minutes" level and the system time may ahead of or fall behind the Standard Time due to some inherent platform hardware issue .(my phone's system time can step forward 4 minutes after a battery charge cycle),this is why I wrote this program ,The function provide user the straight information of current accurate Standard Time (UTC) ,and the deviation of your phone time compared to the Standard Time, very small amount of data flow will be cost when retrieve
